Desktop Banner Software

Hi, I need the following software: Setup on a user's computer. User then will need to login (he will have a user on our website, and verification will be using URL). Show banners on user's desktop. Hit a URL with certain parameters (e.g. [login to view URL]) Get data from a webpage in a certain format. I'll setup a webpage that will change dynamically and the software will get commands and parameters to work by (e.g. url: [login to view URL]; time=30; will evoke a hidden window with the "url" for a certain "time" or bannerurl=[login to view URL]; targeturl=[login to view URL]; time=30; will show the banner on the desktop for 30 seconds). Optional: An option to enlarge and watch messages on desktop (text/HTML) sent by admin of the website (e.g. content of a webpage or news RSS feeds). This is the project at large. There might be continual development as the project goes on.
