Create HTML with Java 1.3

I need the attached form created dynamically in HTML via Java. This is a very simple project, but it must compile and run against Java 1.3, with no external libraries, jars, etc. I will not be able to provide database access, but assume the label names match column names in the database for purposes of data retrieval. The entire form should be built using HTML tables, and the results from the Oracle database should be displayed as HTML labels within the table layout. The top of the form is retrieved from table VALVE. It should retrieve the relevant record from the querystring parameter 'mslink'. There is one entry in Valve for every mslink, as this is the primary key. Multiple mslinks can be sent in the query string, comma separated, it should print a full form for every mslink. The bottom of the form is retrieved from table VALVE_HISTORY. This is linked with the VALVE table via the mslink. There can be 1 to many entries in VALVE_HISTORY for every mslink. The primary key is mslink+inspection date For every entry that exists in VALVE_HISTORY, a new row should be printed/added at the bottom. Please only bid if you can complete in less than 24 hours.
