data transfer using 3G services

The project is to transfer continuous data from computer or a mobile phone to a mobile phone which is operating with 3g services,no wifi ,no blue tooth services must be used ,we just have to use the 3g services to exchange data from one device to another device. first approach There is data in the computer which needs to be continuously transferred to a mobile which is operating with 3g services second approach There is data in the mobile which needs to be transferred to another mobile just by using the 3g services Requirements- data to be transferred 40 bytes, continuous transfer until log out. Not even minute delay in communication.
