Bulk email marketing UK only

Large good quality email list required containing UK only recipients. I have designed the email, I just need to be able to send it to as many people as possible in the UK. If you have an email marketing tool you can use as well (included in the bid please), then even better. I will need to be able to verify the list is a good quality list and that the recipients have opted in to be emailed in accordance with UK law. Bidder must take responsibility for any complaints / actions resulting from using the list. I will need stats to see opening rates etc, if you have an email marketing tool.
