I have many years of professional experience with .net MVC web applications. Based on the description I can say that I've done a handful of applications with the same basic requirements of page based authorization. If offered this project I would start by examining the current code base to get an understanding of the current structure and coding practices being used. Once this is assessed, I would move forward with creating work items to designate the tasks that need to be taken and to help with project tracking. Then I would proceed with making the appropriate changes based on the created work items. Once complete I would do the necessary testing to make sure things are coffee complete. If there are already unit test projects in the solution then I would create the necessary unit tests for the work completed.
