Design same Flyer again, on bigger size

We have designed a picture header in small size. The header is very colorful and with a lot of [login to view URL] is attached in this mail. We have the Flyer in .PSD format. Now we are printing this Header in big size: 3.5 metres x 2 metres We need someone to Re do this Logo including the background, exactly as on the attached file. Because when we want to print our existing picture on this big size, it is getting very unclear. So we need A EXACT clone of this attached picture in TIFF format and the above size. Who can do it cheap and best?
