Create website

I would like to create a new website. The website is for tours and transportation service please take a look at the old website [login to view URL] that I would like to transfer the same ideas and services into the new website. I would like a website like this sample link [login to view URL] without the search box, with a chatroom button on the top, a google translator, shopping cart and with a back-end where I can store all quotes and reservations, be able to change the text and pictures on each page, update rates, reservation form will need to have a tracking number and a confirmation copy will be emailed to customer and that can work in mobile device. I am looking for a new starter that would like to take this project and used it as sample of their work to show future customers. I am in a strict budget so your best quote is appreciated. I will be interviewing all bidder and project should start by the 15 of January.
