Create predefined design template in microsoft publisher or google docs

We have two price tag templates which need to be created in publisher. They are will be attached to product in a retail store.
When complete the sale team will be either automatically or manually populate this with the product name and price etc.
Minimum requirement
• Recreate the supplied PDF design in publisher (exactly)
• Make 4 up on an A4 sheet
• No bleed or trim
• So we will have two separate publisher files when you are done
Ideal Requirement (but not essential)
We have 500 products we then need to add to these. If you can find away to help us to automate the product data by linking the design file to an excel spreadsheet. So rather than manually key in the product details for every product we can use an excel sheet to populate the data and print in bulk. This will save us much time in manual entry. As a side note I would consider creating this in Google Docs/AwesomeSheet/Googlesheet as I know this will work with regards to adding bulk data..

I think, it is possible in photoshop. i did similar task previously. what i did is the background is same for 100 images, but the text/description on background is different for 100 images. am i right??
