Business Listings Update Website with Phone Verification

I have a business database and business owners want to update/delete/add their data. They don't have any accounts so i want to build a simple website for business owners who want to update their listing with phone/sms verification.
First of all they should select ADD or UPDATE option.
1. If ADD selected, they should go to a form to enter their business details, (server side and client side data verification should be implemented)
After completion of the form they should verify their phone number if the listing is for real. (Twilio API may be used, I'm open for suggestions)
After verification business will be added to the database and some offers will be shown to the business owner. (like featured listing packages, website packages... etc...)
2. If Update is selected the user should be asked for the URL of the listing or the listing # and also he should query by the name of the business from database.
In order to update the selected business listing, again business owner should verify he is the owner of that business.
Aside from phone verification we should give a second option which business owners may send us some documents in case of phone verification is not available.
2.1 If phone verification is completed they should see an update form for their business and again both server&client side data verification should be done. They may also want to delete their listing from the database.
2.2 If update will be done by documents, update form should include a document upload part so that they can send some documents with the update request.
Again after completion of the update process they will see some offers related to their business listing. (if delete is requested they may pay for Google Cache deletion service, etc...)
The web site should be responsive and should have minimalist design. Simple steps every time, business owners are busy people so that they should do everything easily.
At first glance project consist of these features but i may add some additional minor features. Please write "update business listing" in the begining of your proposal so that i can understand it's not spam. Thank you for your time.
