Build a Website

I require a website designing and building utilising CodeIgniter and Bootstrap. This is the initial project to allow me to find a freelancer to continue to develop the website. Initial project as follows: Design and construct a website for a new company I have created. Develop a registration system consisting of (as a minimum) registration with captcha, email confirm, password reset, login. Registration to utilise the following business fields: Business Name, Business Telephone Number, Business Email Address, Business Address House Name / Number, Business Address Street 1, Business Address Street 2, Business Address Town, Business Address County, Business Address Postcode and Business Type (Contractor, Client or Auditor). Registration will require an initial user and will utilise the following user fields: User Fist Name, User Last Name, User Telephone Number, User Email Address, User Username, User Password. Develop member area to allow registered businesses to add or remove users. Develop an admin area to allow me to manage all members. Develop an account system where all users can load funds on to their account using PayPal and possibly Debit or Credit cards. For example, Contractors will pay per job submitted and this will be deducted from the account balance. Contractors will be able create, import and export Clients, Engineers, Sites and Jobs. Clients will be able to create, import and export Contractors, Sites and Jobs. Clients will be able to send Sites and Jobs to Contractors using an access code provided to the contractor. Auditors will be able to view Jobs of either Contractors or Clients using access codes provided by them. You must utilise CodeIgniter's built in data sanitising and security functions. I do not wish to re-invent the wheel or attempt to create bespoke functions. All code must be production, stable and secure code.
