Convert PSD Images with instructions to a Website

I am looking for a person/company to help me set up my new WordPress redesign for my existing site. I have worked with a designer who made the logo, and PSD images for each of the 5 pages that I plan on having on my site. I just need the PSD ideas to be converted into actual WordPress design.
Here are the steps the designer indicated need to be taken:
1. Please use theme based on Pocket, (she will attach)
2. Customized psd files provided. Five pages total need
customization (two are duplicates). Jpegs included for reference.
(PSDs come with specific directions on what the vendor needs to do)
3. Please set up staging for client/designer to populate with content.
4. Assist with launch once content is done.
