Build an html website homepage using attachments

I need a simple, clean and professional html website and only need the homepage created for a carpet cleaning and water restoration business. I can complete the site and additional pages using the homepage to create the other pages. I will need the following:
1. A contact page to popup 1st where user can enter name, phone and email address
2. That contact page can either submit the info to an email address or skip and go straight to the homepage
3. Use the attachments to create the carpet cleaning and water restoration website
4. Also search other carpet cleaning and water restoration websites for additional graphics that relate
5. The navigation should be Home, About Us, Services, Contact Us (Should be designed where I can insert additional tabs)
6. Use color scheme from logo and attachments
That's all I need and not an entire website but a clean professional looking website. Again, I only want bids for the popup contact page and homepage. Not the entire website.
