We have our own solution which is an windows app, it's basically a clone of smscaster and we sell it as a package in our country with a gsm modem that sends about 800 sms in 1 hour from a sim card and it supports up to 6 sim cards. Would need you to buy the SMS gateway for specific countries where you want to send the SMS's. We can create you a dashboard where you can assign your leads and send them the predefined sms's.
