I would like to know that you have mentioned "build a secure website that we can send to our customers "- do you want to send your customer a normal website link or it will secure link which will be different for every other customer? -Who will upgrade the questions, is it Super Admin or there will and admin area for question Editor? -Is there any paid or non paid membership plans for the customers? The website you need i can do the functionalities in PHP/MYSQL like 1) admin will add set of questions via admin panel 2) users can login and answer those questions and all answers will be saved in database and also will be sent via pdf to your email for it 3) admin can view these answers in backend too i dont do design so you need a designer to do photoshop and html/css so i can integrate my programming into it so let me know from you. I can make the site secure. FOR mobileapp you need a java guy to do the work not me.

I got you need website where there will be sepreate frontend and admin panel. from admin panel you can add/edit questions, answers, also can see registered users etc.. and you can disable any user/question anytime from admin panel. from frontend user should be able to register themselves and after login they can give answer. You can read my reviews i always work hard for each project. Please not my quote is only for website development not for mobile apps i dont do that.
