Build a Website based on E - Recruitment System

This is my school project. I need an website based on E - Recruitment System. This website should be an easy, attractive and modren style website cause I have no background in web designing so I need someone who build this as simple as he can and teach me as well so I can explain it to my teacher and i need all coding and all files with few important documentations and power point presentation as well. You can add 4-6 pages but I need to know how you make it and which software you use. My Project plan is in attached file I need this website according to that and I also attached the thing I need like Research Proposal and power point presentations. I need two or may be three power point presentations as it show the progress of working so I show it to my teacher. and later I will provide you a template for writing Research Proposal. I need a easy but an attractive web site.
