I have countless hours of experience in creating bitcoin websites, and I pretty much already have a lottery system all ready to go, except for the front-end. I have developed a very simple to use bitcoin account system, complete with balances and passwords. I have a deposit script, a withdrawal script, a member balance list, and more. I can easily make an automated system, but you said that you wanted to manually choose the winner and I respect that. I could make a script to add/remove balances from users, and I could make an automated front-end which fetches data and winnings from an sql server where all the data is stored. As a bonus feature I could add an investment script so that users can invest in your website, and they get paid based on the profits the site makes based off of fees, while boosting your bankroll so that you can have larger giveaways. I already have your project thought out and I know exactly what to do, so it would take under a week, probably a couple of days. I could be paid in bitcoin or paypal, your preference.
