Create push backend for Parse with Google Maps API

Hello, I have an application that sends out location based pushes to users via Parse.com. I have a database that stores locations of users and information about the push. I want you to write a very simple web app where I can create a polygon in Google Maps and all users within this polygon are notified via Push. Further, I want the app to store information (Name, description, Location) etc. to the Parse DB. Pushes should be also time-shifted to avoid sending pushes in the night.
