Hello, i need a circuit with a voltage regulator to works fine with whatever the voltage input, the input voltage should be 12V DC (from a car) but may be some voltage peaks and unstable voltage , so not trust on a clean voltage source
The circuit will have a switch, as soon as the switch it's closed (very short pulse) the circuit should start a real time timer and calculate the time elapsed until a new pulse , this time will be showed in a 7 segment display, this exact model

So, i turn ON the circuit, the screen will show northing, i close the switch, wait 10.5 seconds and close it again, then the segment display will show 10.5, i wait 20.8 seconds more and i close the switch again, the segment display will show now 20.8 digits
There is 3 must on this project
1. Timer accuracy, it's mandatory to be accurate as hell for, atleast one hour, no more than 10ms drift/ error in one hour, use whatever you want, chip, arduino, rasperry whatever, i don't need memory, extra pin, comunication, battery...
2. Simple and cheap as hell, you will decide the components you need and provide me where to buy for you, or buy your self
3. Circuit Make, programing and Solder by you, i need you to send me it finished (without screen) and ready to connect to power and screen, i don't need a pcb, just solder all componets with wires as organized as possible, just a prototipe

Unfortunately, price lower than 30$, as you expect, is unreal for real hardware: only delivery, cheap Arduino (without ANY power supply!) and comisson of freelancer.com will be more than 40$

As per the discussion we had few hours ago. I will design the schematic, develop the firmware and provide support to you so that you can build and test the things at your side. Please note that you need to buy a programmer beside the components because you will need to program the chip from your computer. And I also assume that you have the knowledge in building the circuit. Its very very simple circuit though. Only a micro controller, one voltage regulator, 4-5 capacitors, one crystal. Thats all... component cost should remain below $3-$4 if produced in quantities. I feel that the device wont have any problems running with that much of vibration and heat. accuracy should be Ok. These are the ICs I would use. I've written what they cost if bought in high volumes to give you an idea of what production boards might cost, around $6 - $7.
DS32kHz - temperature compensated oscillator, $3.85.
Good to 2 ppm over a temperature range 0 °C to 40 °C (which is 7.2 ms / hr).
ATtiny85 - microcontroller, $0.77.
To work the display.
LM2940 - LDO regulator, $0.67
6 v to 26 v input.
4 digits isn't enough to display this level of precision, so I'll program it to work with either one or two displays chained together for either 4 or 8 digits.
I'll get hold a pair of the displays you require, so that it's tested with the actual display. I can send them on to you if you like.
I estimate the total cost of the parts will be $53, I've included that and shipping in my bid price. Payment when it's working and ready to ship.

You might have observed that - If u are playing Music in car & U press Ignition switch to start the engine -> music system Resets as it does not get sufficient power.
Power Supply designed by me will not reset/affect my timer/Counter Circuit. Car Ignition Time Must Be Standard & Or Retry attempt will be finite.
Circuit Will Consist of Spike Suppressor + Stored Energy ( Electrical Power) to sustain Input voltage 12 V Disturbance.
