A wireless activity sensor

I need a design I can send for manufacture for a sensor that detects activity, and over 300-900 mhz band communicates with a gateway connected to a network, that can from there communicate said activity to a web server. We'd also love a design for a second sensor that is not wireless, and operates over ethernet.
