Build program to query database file and display results continously

I need a standalone database query application/program that will look up a DBF database file and display the results. The program will monitor a text file for key words, and will search the database for all records with matching fields, and then display a list of all the matching records in a specific order. Part 1. General Requirements: 1. The program needs to be able to run on all Windows versions (XP, Vista, and Windows 7 (32 or 64 bit), Windows 8, and Windows 10). 2. Needs to be a standalone program and to use very little CPU power. Especially when just monitoring the TEXT file for new input. 3. Option to start with windows and sit in the system tray for easy access to features, setting, options, etc. All configurations must be stored in an ini file for easy duplication of setting to another system. 4. The program should generate a log of the lookup data as it is processing including time and date, and if there is an error, so the user can see right away when the error occurred. The log file should be stored anywhere and name be set by the user. 5. All source code, and details or program used to create program, are to be provided at the end of the project. 6. There is no specific programming language requirement, but it need to be a standalone program, that should not need to have parent software installed. If you have an idea with Access, that could be an option. Part 2. Getting the information 1. The program will need to monitor a file on the computer. For example, C:\Temp\[login to view URL] and it will have one line in it such as DATA=WORD11, WORD2, WORD3, WORD4. Up to 4 different text WORDS may be provided. (A different and already existing program will create this file). As soon as the contents of the file change, the look up program need to go in to action. The program needs to have an INPUT dialog box to allow the user to manually enter lookup WORDS as necessary, and for testing, maybe visible on the top corner or something like that. 3. The lookup file name (example C:\temp\[login to view URL]) can be any file on the local system or network, specified by the user in settings. Part 3. Looking up the database 1. The program will copy a database file form the network to the local computer if the file is older than set by the user, for example if the local file is more than x days old, the program will attempt to copy a newer version from the network. The lookup function will be on a local file to speed up the lookup. (The lookup database does not change often.) Alternatively, if possible, it should be possible to set to lookup a file on the network, but the program should not lock the file. 2. The lookup file is a DBF (dBase) database file with the following fields: DATE, TIME, STATION, COMPANY, LINE, PN, ALT, CAGE, QTY, CN, DESC, PHONE, FAX, DISTANCE 3. The program will look up all records with matching any of the WORD11, WORD2, WORD3, or WORD4 in field PN. The program will omit spaces, dashes, and periods, only keep letters and numbers for the search. 4. The program will display in a list all the matching records sorted by COMPANY and Date (or possible other sorting options) . The display window will allow to select which columns display and which order, resize window, columns, text size, and placed anywhere on the desktop. 5. It should have some filtering option (if possible), for example QTY must be great that 1 or 0, and only newer than a certain date. 6. Need to be fast, the lookup DBF file may have several million records and can be 1GB or more in size. Part 4. Saving the results (Optional) 1. The program should have the option to print or save to file the results if needed (not that important) FILES Provided: Excel file has 4 worksheets showing what possible data looks like, and the lookup valued could be, and what the results should show. The DBF file is what the database file actually is.
