CMS Mysql PHP

We 've compared a lot of CMS systems. At this time we see it is too difficult for people to maintain them. Using blocks, change templates etc. We're looking for someone interested in development of a new system, development in cooperation. We're looking for an CMS system with following requirements: - css - the interface of the administrator should be the same as for the visitor, with this difference that on each place the administrator can move a block or edit it. A good example is : [login to view URL] (as administrator you can maintain very easily the place of the blocks) - multilingual (as zen-cart, osCommerce) you provide - possiblity to create forms and define how they should be posted - we should have all copyrigth or set up a vendor partner ship. We are interested in the dutch market We don't look to bids: - only giving general information about what you're doing. - based up other systems where you don't have copyright We 're interested in bids with concrete examples or proposes. Look to moodle before you write us. If you made a mod on existing OpenSource CMS systems and providing what we ask, it is ok. Because
