Advanced Encryption Standard Application in C#

I need application in C# that apply the Advanced Encryption Standard (AES) with all 3 key length 128, 256 and 512 . this application take any file type and encrypt/decrypt it in 2 Mode of operation: 1. CBC mode (you can use Encryption Class in C#) 2. PCBC mode with this one find the attached document for the full description, note that in this you could not use Encryption Class in C# since there is some of modification on it. The idea is to do parallel CBC mode by applying initlization Vector Expansion Algorithm (in attached Document) , this is for encryption. For decryption there Is second level of parallelism which full description in the attached document the applicatio should be professional look, with all visualization and time take for any type of process
