Convert C Header SDK into Delphi Code

Adobe AIR has a C API that allows you to call native OS functions from inside the AIR application. You write these extensions using the supplied C Header files. Unfortunately I do not know enough C to accomplish this. What I would like is for someone to first tell me if converting the C API to Delphi Pascal code can be done and the if so how much will it cost and how long will it take ?
