Car plate position detector

Hi, we need a car plate detector over the front and rear of a vehicle. It's a semi - controlled environment. The system needs search in the front or rear of a vehicle the car plate, don't need to read the text, we have an OCR just made for it and we have a plate detector but due a change of electronic sensor, we need to move it to c++.
Just locate and extract the image for the plate. The car appears between 3 and 5 meters from the camera. The car is stopped and don't have movement. The angle of the camera could be changed if the software design need it to match and exact position.
The car plate have exact size, and it meets a exact rule.
It must be done in Qt4 or c++ compatible with it.
