combination calculator 1

i am looking for someone to create me a program where there is a max value and there are 5 categories where under each category there is about 20 inputs. Each input has a value and a name and 2 inputs will be picked from each category and 1 from the last one. i need all the possible combinations without going over the max value, without using the same input twice in the same combination and having the input go into its assigned category
