Write an Android application

An android and ios application is required. Two types of users. User A will pin locations. This must be countable and timely recorded. (Eg. A located 43 pins). User B, upon pressing a button, will see pinned locations nearby. (B will pay per click which will give him to use the system 10 minutes). B will see the pins with colors according to their pinned times. (0-2 minutes will be green, 2-4 minutes will be yellow etc.). When B selects a pin from A that pin will be invisible to the rest. A report to be created at the end of the day shall define that B has selected a pin from A. Other details; pinned locations will reset after 3 hrs. One can locate max 100 pins/12 hrs. A cannot locate other pins within 20 meters. If one A and another A pins the same place(in 20 meters) system shall define which is the first one by keeping time records. B can reuse the system after 10 minutes, which will be charged half the price. (Again 10 minutes) third use will be free. After 3rd use loop turns to beginning. A and B can use both roles; if B wants to locate a pin, he can, If wants to see the pins he switches.
