Algorithms Needed for Cross Platform Artistic Photo App Filters

I am looking for particular set of image processing algorithms for that can be easily programmed in an app that we are working on.  We need for someone that specializes in image processing and app filters. We need the appropriate algorithms and everything else necessary to make filters work in a cross-platform (iOS Android, Amazon) app. We have Developers already, but we just need the filters. We don't need a Programmer to complete the application for us, we just need the algorithms. Examples are an absolute necessity.
