ASP.net / Powershell script to assign permissions in IIS

I need a script writing in either ASP, ASP.net or Powershell that can automate the following functions on a Windows 2003 Server with IIS 6.
The script will be fine to run as admin, but needs to be called via a webpage (we dont want to have to log onto the server each time)
1. Create multiple Virtual Directories for a given site
2. Assign permissions for a specific IUSR_ account to multiple directories (directories located on different websites)
