I'm experiencing slow response times and downtimes with Open AI's ChatGPT (the web application). To win the contest, please

1) explain to me how another way of using Open AI's technology (e.g., GPT-NeoX) might solve this problem; and

2) describe how you would be capable of helping me set up such an alternative (e.g., GPT-NeoX) on my PC.
