Design a plastic powder dispenser cap, that will dispense the same amount of powder every time

Contest Brief

Contest is Phase 1.
Phase 2 is a negotiated amount to be determined after selection of winner

Strictly mechanical, no power or technology

Canister must remain stationary, rotational movement is not recommended, linear motion will be best

Using a typical HDPE canister that holds powder, would like to make a cap that screws on to the jar, that then can be flipped over and held on some type of shelf, that would hold multiple canisters.

Needs to be able to dispense 3/8 of an OZ on every movement.

Will require verbal phone conversations, so Conversational English is required.

Phase 1 will be a simple drawing that we agree on concept.

Phase 2 will be a prototype product that we can either 3d print, Laser , or CNC route material.

Looking to start and finish this project very quickly.

Please only respond if you have mechanical expertise with movement of powder, and understand the term "Bridging"

Attached is the Jar that we are using. No need to worry about thread for the cap with Phase 1.
