     No I'm still unable to upload an entry probably because the contest is closed, and the "upload entry" menu is not available.   I have talked to support and they said you should go to the contest page, click on the ellipsis (...) tab, click on Share Contest, and and click on Revoke access across my name. Once you have revoked access to the contest that you shared to me, i will be able to submit my entry to the contest.

     Yes, the items that flow down the pipe in high flow (floatables ) will float over the weir straight out. But as the systems operation, normally the floatables will be flush down when it first starts to rain, so when it rains heavy all the items will be already caught in the screen section.
