Even though he and his team are proactive, he's not able to develop good work. They can tell you that they will do it in whatever framework but in the end they don't know all the frameworks they say. Communication was difficult because they didn't know properly English enough to communicate and understand it. On the good side, they're willing to learn and keep improving with your project.
