update site/site not responding

We had hired a freelancer from here to build website for our school club about 2 months ago, now the site is not responding. So we are looking for someone who can work with an existing code and make the necessary changes to the code to get the site up and running. The idea behind the site is for members to interact with one another when they miss meeting or interact outside meeting.

3. member can reply to messages.
issue with site.
1. post is not being sent,
2. site freezes for about 5 seconds as you submit post
3. as admins we can't limit how many post should appear per webpage. we make the changes on the dashboard but no effect is made on the site.
4. when members reply to message it takes a while for that message to appear. the reply also shows up in all the other message box before it disappears.
5. doesn't allow members the option to choose to post without adding their email.
6. if member starts to writes something which is already on the site, the message should pop up, and member can click on message and site should take member to that message. but this does not happen.
in short the site is just not responding. members can't post messages but can reply to old messages.
also looking for someone who can have this done in 2 weeks from the time the project is started
